A few comments saying 3k highligh improbale. 2014 saw a 85% drop from its peak of 1200 to 175. Guess what a 85% drop on 20k gives? 3k!
IMHO 3k is possible in case of global natural disaster, or global nuclear war, or anything that could destroy or cause serious segmentation of the Internet.
