Recently, a 2nd DOT ETP was launched which is backed by actual DOT - similar to how Grayscale buys BTC and ETH to back their ETP products.

Imho the 2nd DOT ETP released in Europe the other day could be so that institutions and smart money had an on-ramp to buy DOT before the major announcement of Diem gains mainstream consciousness. Many large institutions and funds can't buy crypto directly and can only buy "Exchange Traded Products" .... Let's see - hopefully Diem announces something soon at the same time we are having announcements on Parachains.
The fact FB moved its HQ from Switzerland to US is a very good sign of an announcement happening soon.
