Is NEO / USD a Fractal?

Posting so that I can look back on the NEO/USD chart and learn. It appears to be a fractal but there is not enough info / time to point towards more than a hunch.

So far we havent seen the # 2 bump as seen previously.

While there were several issues with the TA / logic on this chart, I would like to point out that extrapolating the timing the S/R flip was pointed out months in advance.
