In this case 23$ is the top minus 4$ at the bottom = 19$ x 0.62 = 11.78$ added from wave 4
Wave 4 bottom 15.91 + 11.78$ = 27.69$
The 27.69$ price target also fits almost perfectly to the next fib extension
