EUR/USD Fixing Rate Gap (Nikita FX )

EUR/USD has now only two Fixing Rate Gaps.
If it would fill the lower Gap, next move would be upward to fill the Gap (1.38--1.39) ?

I am not sure about this, however it is a possible assumption.
