IWM Small Cap Pennant breakout?

Looks like a pennant on the index fund, every time it does this it gets very pumptarded. Will post a RTY chart as well.

I was hoping for an afternoon melt up, did not maximize my profits by bailing in the morning pop. I thought we'd have a meltup day because it's Friday, but I guess the Fed shutdown is making the market a bit nervous.
